The Greater Bay Area was firstly involved as one of the national development strategies in 2015 when it was authorized included in the Outline of the 13th Five-Year Plan of the People's Republic of China. The vision of Greater Bay Area was also stated clearly in Premier Li Keqiang’s report of government work in 2017 and 2018.
On 1 July 2017, the "Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Greater Bay Area" was signed in Hong Kong. A leading group for the development of the Greater Bay Area was then established, with the first plenary meeting held in August 2018 in Beijing.
